How it works
Every %XX sequence is decoded as UTF-8. A stray % that is not part of a valid sequence stops the conversion and is reported.

Questions
Why did decoding fail?
The text has a % that is not followed by two hex digits, or bytes that are not valid UTF-8.
Does + become a space?
No. In URL paths + stays +. Only form data uses + for spaces, so replace it first if you need that.
Are my files uploaded?
No. Every conversion runs in your browser, on this device. Files are not sent to ITpris Verktyg or to any other server.
